Mission
The member states of the OAS all recognize that education is key to strengthening democratic institutions and have committed to promoting a culture of democracy through formal and non-formal education. The Inter-American Democratic Charter, adopted by the 34 member states on September 2001, emphasizes the importance of promoting democratic values to establish a democratic culture and specifies that "Special attention shall be given to the development of programs and activities for the education of children and youth as a means of ensuring the continuance of democratic values, including liberty and social justice."
In August 2005, Ministers of Education adopted the Inter-American Program on Education for Democratic Values and Practices and requested that the Inter-American Committee on Education (CIE) with the support of the Office of Education and Culture (OEC) of the OAS launch the Program by supporting initiatives of three types: Research, Professional Development and Educational Resources, and Information Exchange. An Advisory Board for the Program, consisting of renowned experts from around the region was formed and met in Bogotá, Colombia in April of 2006, recommending concrete activities in each of the three main areas of the Program.
Since 2006, the Office of Education and Culture, in collaboration with Advisory Board Members, Permanent Missions of the OAS, and other key partners of the Program from Ministries, Civil Society Organization and Universities has supported the development and execution of Program's initiatives in three main areas: research, professional development, and information exchange.

Research Component
The Research Component of the Inter-American Program on Education for Democratic Values and Practices promotes research activities to achieve a better understanding of the different dimensions of education for democracy in the Americas. The research may be comparative in nature and is coordinated by the General Secretariat of the OAS in collaboration with the ministries of education, universities, political parties, the private sector and civil society organizations and groups. Inter American Journal of Education for Democracy
Young Scholar Program
In an effort to incorporate youth within the planning and implementation of the Inter-American Program, the OAS has developed the Young Scholar Program. The Young Scholar Program's objective is to provide an opportunity for youth from the Americas, and other regions, to work actively in the Inter-American Program's activities, as part of their college coursework or as an independent initiative. This work may include research, meeting participation, translations, planning and participation in Program events within and outside the United States, among others.
