PUICA contributes
to guarantee  the universal right to civil identity
in the Member States of the OAS
 

 

MISSION: Eradicate the under-registration in the region.

The Civil Identity Program of the Americas (PUICA), is confident in the development of the fight against under registration in the region, thanks to the continuous effort from the local institutions and agencies, in order to assure the universal right to identity of all the citizens from the OAS Member States

GENERAL OBJECTIVE

To provide technical assistance to the national civil registry system.-We always look to ensure the presence, accessibility and modernization of the National Civil Registry, helping them to provide social inclusion and strength the democratic governability.

Specific Objectives

A) To advise the services provided by the national registries and their personal.- In subjects as modernization of legal frames, training, process engineering and desjudicialización.-which refers as an administrative practice applied to a legal process, that comes in some times with a cost for the user.

B) Ensure the correct access of all the population to the civil registry.
PUICA supports all actions that promotes the social inclusion of the population

C) Support promotion campaigns about secure civil identity
PUICA promote and participates actively in the development of campaigns that remark the importance of having a civil identity, with special attention to vulnerable groups

D) Implementation of technology and IT systems in the Civil Registry operations and process
Due to the new technologies in the field, the PUICA always look forward to work jointly with the Civil Registry to improve the quality and performance of their process.

Why is civil identity necessary?

  • In order to exert the civil, political, economic, social and cultural rights.

  • Working together in order to fortify the Civil Registry Institutions.

  • Working together for the eradication of under registry and helping the region to fortify the institutions in charge of the civil registry by identifying the best practices, criteria and standards in matters of civil registry systems.

BENEFITS OF THE UNIVERSAL CIVIL REGISTRY

The civil identity is an opportunity to exert our right to nationality, name and legal personality, and to be register lead us to:

  1. The recognition of our civil identity is the first link in the chain for other rights, creating the first link between the citizen and the state, based on the mutual recognition

  2. The Universal civil registry is fundamental not only for the inclusion of all the people, but is necessary for the consolidation of a modern states that in these era has the need to have a more precise focus on the design of social programs.

  3. Data accuracy and population statistics of a country help it to map, located and execute poverty relief and social development programs to confront the structural social damage of their population.

  4. Having a civil identity is fundamental for the people to participate actively in the political life of a State, using their right to vote and reinforced the democratic governability
