Government institutions at the national and local levels are defined by the quality of their human resources. The quality of this human capital depends on the standards and practices within public administration that contribute to increased efficiency and transparency, which are principles that the Department for Effective Public Management (DEPM) defends and promotes using Information and Communication Technologies (ICT).
 
In order to contribute to the training of civil servants in key areas of public administration, the Virtual Campus promotes a dynamic and participatory approach that provides concrete tools for effective governance. To achieve this, the OAS has developed a portfolio of different courses with experts from the Latin American and Caribbean regions, which are offered to enable government agencies, institutions, local governments and other actors to promote these skills among their human resource.
 
Currently, the Virtual Campus has a portfolio of 21courses in the areas of e-Government, Cadastre and State Modernization and Institutional Strengthening. Since its inception, the Virtual Campus has trained over 9,000 civil servants in 32 countries of the Americas.
  
 Mision
 
To contribute to Institutional strengthening and improve democratic governance by building the capacities of public officials in the Americas through different e-Learning tools, stressing the principles of efficiency and transparency.
 
Objetive
 
To train thousands of civil servants in the Americas in the areas of the course portfolio, structured around a specific methodology that results in the exchange of experiences and the application of the tools taught through the training, for and efficient and transparent governance.
 
 Outcomes
 
After 10 years of experience, the Virtual Campus has:
- A portfolio of 23 online courses in the areas of e-Government, Cadastre and State Modernization and Institutional Strengthening
- Developed a proven methodology to train public officials.
- Built a team of more than 80 experts on the courses content, who are certified as OAS tutors
- Trained more than 11,000 public servants
- Granted more than USD 2,400,00 in scholarships
 
 Methodology
 
Online Courses
Using a versatile platform installed on OAS servers, the Virtual Campus provides students with a dynamic learning environment. Each virtual classroom is fully equipped with different tools such as a Discussion Forum, Chat, Direct Messaging, Calendar and Resources among others.

The online courses consist of weekly modules which begin with an introduction to the online educational platform and the main theme of the course. During the following weeks, each participant must study the content modules and respond to tasks assigned by the Tutor, who is in charge of monitoring the course and providing one-on-one assistance. During the final week, students must submit a final evaluation project. By the end of the course, each participant should be able to apply the knowledge gained to their work environment.
 
Team of Experts
A team of experts has been trained and certified by the OAS Virtual Campus as OAS Tutors. They are skilled professionals in the thematic areas of the courses who are living and working in the region.
The Tutor fulfills the role of facilitator for his/her group of no more than 25 people in order to provide personalized attention to each person. His/her functions include:
- Generating discussion and posting questions in the forum.
- Identifying opportunities for exchange through the various tools provided in the platform.
- Reporting to management on the course and participant status

Participation in the course forum and the different exchanges represent a significant percentage of the final grade of each participant.

The Virtual Campus has a structure designed to ensure high standards of training and give personal attention to each participant:
- We have a Regional Tutor Coordinator who is responsible for coordinating the teams of Tutors, exercises quality control, ensures compliance with the methodology and oversees the results.
- And for each edition we have a Tutor Coordinator who coordinates and leads the team of Tutors for a particular course through the delivery of the course

An OAS certificate is granted to those students who fulfill the requirements of form, substance and procedure of the course, as stated the final evaluation of the tutor.

For courses offered in agreement with other institutions, the Virtual Campus will provide a complete report of the activities and can include certificate if requested by the institution. The final report will include details of the performance by classroom, global statistics of the issues, details of the final projects presented, a report of activities, as well as recommendations for future edition.
  
Expected Results
 
At the end of the course participants will be able to directly apply the knowledge gained to their work environment. To achieve this, participants will be supervised by Tutors in the development of a project proposal to integrate the concepts learned throughout the course, which contributes to increased efficiency and transparency in governance and public administration.

The participants that successfully complete the requirements of form, substance and procedure of the course, according to the final evaluation of the tutor, will receive a certificate of the OAS endorsing their approval.
