Following the Summit of the Americas in Quebec in 2001, focused on connectivity, DSMG/SPA has come to recognize the potential for Information and Communication Technologies (ICTs) to be a crucial factor in the acceleration of development in Latin America and the Caribbean.

For this reason, ICTs have and continue to be a common message and tool in all e-Government projects. This focus has gained great relevance from a political standpoint in recent declarations, and particularly during the OAS General Assembly in 2006 in Santo Domingo, where Knowledge-Based Society was the main theme of the declaration: “Good Governance and Development in the Knowledge-Based Society”.
