Through its actions, the Executive Office of SEDI seeks to offer the Member States the necessary tools to strengthen their democratic systems.
By promoting a variety of programs and the mobilization of external resources, the Executive Office supports efforts to bring about development in the countries of the hemisphere.

Introduction to the Formulation of Electronic Government Strategies Course
The online course, available in Spanish, English, and Portuguese, is offered for 7 weeks through the Virtual Classroom of the Educational Portal of the Americas, with the continuous support of online tutors. It was developed by experts and consultants from the region and designed for public officials. The profile of the participants includes political leaders, public managers and persons in the higher management levels of public administration; as well as professionals, academics and students in areas related to the course material.

As part of SEDI’s efforts, the Executive Office contributes to institutional strengthening and capacity-building to improve government management. This is an essential aspect for development and a direct mandate from the Member States.

| “Sustained economic growth, with equity and social inclusion, is an indispensable condition to create jobs, fight extreme poverty, and overcome inequality in the Hemisphere. To achieve these ends, it is necessary to improve transparency and the investment climate in our countries, build human capital, encourage increased incomes and improve their distribution, promote corporate social responsibility, and foster a spirit of entrepreneurship as well as strong business activity.” |

Social Responsibility promotes the integration of values in commercial operations, in order to not only benefit businesses, but society in general. Due to its potential to promote growth and development, social responsibility and in particular Corporate Social Responsibility (CSR) has been a priority for leaders in the Americas, especially in international meetings such as the Summit of the Americas.

The Executive Office of SEDI has undertaken the following Social Responsibility initiatives:

- Computers for Schools and Communities (CFS/CFC).

| D) Civil Identity |
The recognition of a person’s civil identity is one of the ways in which rights, such as the recognition of the person’s legal status, name, nationality, civil registry, and family relationship, among other rights are enforced. These rights are recognized through international instruments such as the American Declaration of the Rights and Responsibilities of Man and the Inter-American Convention of Human Rights. Exercising these rights is essential for participation in a democratic society.

| Considering the importance of this issue, SEDI leads the Universal Civil Identity Program in the Americas (PUICA), which has the general objective of broadening the OAS’ capacity to strengthen democracy in the region, taking into account the importance that the right to identity has for a person to develop as a citizen in a democratic society. |

This self-study course on Cadastre Management will be offered initially on CD and will also be available online during the second semester of 2009.
The contents were developed by experts and professionals in the cadastre management field from Spain and the Americas.

After only 4 years of implementation, the course has trained over 3,000 public officials, academics and professionals in Latin America and the Caribbean through 22 editions of the course.
These editions have been offered in the following manner:
- 9 closed editions in Spanish in cooperation with 7 institutions from the region.
- 2 closed editions in Portuguese in cooperation with a Brazilian University.
- 9 open editions, available to the general public.
- 1 special edition for those municipalities participating in SEDI’s MuNet Project.
- 1 open edition in English for the Anglophone Caribbean.

Latin America Puntogob
SEDI/OAS and the Latin American Social Sciences Faculty of Chile (FLACSO – Chile), published the book:
“Latin America Puntogob – cases and trends in electronic government” Rodrigo Araya/FLACSO/Chile and Miguel A. Porrúa/SEDI/OEA, editors, 2004.
This book presents the modernization processes in public administration in Latin America, as well as a reflection on the transformations that public administration is undergoing, based on the integration of Information and Communication Technologies.
